President Volodymyr Zelensky opened the 35th [1] meeting of the Ramstein Group in Brussels to request accelerated air-defense deliveries before winter.
The request comes as Ukraine seeks to protect its infrastructure and civilians from seasonal increases in Russian aerial bombardments. The meeting serves as a primary coordination point for international military aid to Kyiv.
Zelensky confirmed that Ukrainian forces carried out strikes on the Moscow region. He said these operations were retaliation for Russian attacks targeting Ukrainian holy sites.
Beyond immediate defense needs, the president announced a new strategic agreement with Germany. The two nations will jointly produce ballistic capabilities to strengthen Ukraine's long-range strike options.
Zelensky said the cooperation with Germany is essential for creating a sustainable defense industry within Ukraine. He said these capabilities are necessary to deter further aggression from the Kremlin.
The president noted that the timing of air-defense arrivals is critical. He said the systems must be operational before the onset of winter to prevent catastrophic energy failures across the country.
During the session in Brussels, Zelensky reiterated that the international coalition must maintain its pace of support. He said the security of Ukraine is inextricably linked to the stability of the broader European region.

The announcement of joint ballistic production with Germany marks a shift toward long-term industrial military cooperation rather than a reliance on the transfer of existing stockpiles.
